## Design principle

Start with the decisions the function must improve; design the team and process around that mandate.

## The design questions

- Which business decisions should improve because this function exists?
- Who are its users and partners?
- What is the minimum trusted output?
- Which data, process, and governance foundations are required?
- What are the interfaces and decision rights?
- How will capability move from individuals into the system?

## Maturity path

A new function typically moves from proving usefulness, to defining its operating model, to scaling delivery, and finally to becoming part of recurring management decisions. Each stage requires different leadership behavior.
